DOCSIS 3.1 as you mentioned has AQM but the specification also has an extended feature called low latency DOCSIS announced by CableLabs. This though to my knowledge hasn’t been fully implemented by any Cable ISP that I am aware of. Another thing to consider is a lot of ISPs are beginning to make DOCSIS 3.0 modems as end of life. In January 2019, there was also a major update to the DOCSIS 3.1 specification to add low latency DOCSIS (LLD) to the standard.
