So I did some more digging and other things, including the wiki, say he’s at the Drifter Campexcept he’s not. There is no list of possible locations, or a spawn timer, or anything like that anywhere I can find online.

After finishing the New War you can go to the drifter camp on the star chart next to cetus and if you enter a mission from there it will take you right back afterwards. There’s a small load time when traveling between the parts of the ship but the view is better, I really like the underwater private quarters.
