Media Encoder V22 Does’T Work , Media Encoder STILL not working

I need to use Premiere Pro v22.6.4, because that seems to be the last version to support DV capture. Unfortunely, it seems the Media Encoder for that version got uninstalled at some point (I had the remove old versions option selected in my preferences). So my problem is that this Media Encoder for that version of Premiere is not available to install through Creative Get started with Adobe Media Encoder. For the longest time I’ve been using Media Encoder and the YouTube settings to upload my content automatically. Well all of a sudden it just stopped working. It say’s I’m logged in but when I go to export and upload the media exports fine but errors out on the upload saying I’m not logged in. I‘
