Is There Any Table Top Rpg That Has A Base Building System?

Pretty much title tbh but I’m not looking for Weird West. It’s kind of surprising how few there seem to be that stay « realistic ». Any suggestions or maybe systems that can easily be reskinned as western? Thanks! I was wondering if there were any (FATAL notwithstanding) intentionally highly sexual, pornographic and/or erotic RPGs.
