I’ve been noticing this the past week. Ho-Oh is near impossible to catch, but literally everything now takes two to three balls to catch in the wild as well, even things with a green catch circle. It really feels like they messed with catch rates to make people spend more balls. Been playing since July 2021 and suddenly noticing a huge difference.
