I’d go with mindbender’s ambition, retold tale or gunnora’s axe for an energy shotgun. They’re much less reliable to farm though. All require RNG drop rates AND RNG perk rolls to get one that’s actually viable for PVP. Personally, I think you’re better off just taking an energy primary and dust rock blues. Mindbender’s Ambition sits on top of the list for the best PvP shotguns in Destiny 2. For me, it’s the most consistent one-hit elimination shotgun, it either kills or trades.
